Stumped on temp gauge

I've been through my whole temp gauge electrical system. Everything is hooked up correctly at the gauge, my boat appears to either have come with a gauge or po took it out and had gauge put in back when it was much newer. Anyway, orange wire is connected to temp sender. I verified the temp sender works, wrapped a wire around the threads, grounded it, and then heated the element and could watch the temp gauge move. Is my outboard just running that cold even with a new thermostat last year, and new impeller as well? Or is it possible that the minimum temp for the sender is actually to high? Im tempted to buy a new sender with the 60 degree minimum. The water coming out of the ports on the leg will get warm, never hot. Just kind of luke warm.

The thermostate opens at 110-140dgr F (43-60dgr C) depending on thermostat.
There is thermostates available for Chrysler/Force engine in the range from about 110-140dgr F.
The 3-4 cylinders are 130-140dgr F.

The thermo switch for the overheat buzzer close (grounding) at about 160-170dgr F (71-77dgr C).

This is far earlier then when the engine might be damage by overheating.

The temp gauge needs it's own sender.
The OEM on the block is for the alarm buzzer, you test that?
Key on, ground the orange lead against the block, that should make the alarm sound.

The sending unit is usually on top of the head and the element sticks down into the head.
There is a stainless set screw that the sender goes into.
Can be VERY hard to remove this screw.
