Surging at 3000 rpms I am running out of ideas.

volvo-penta 125aq 4 cyl. 2.1 ltr. 270 <br /><br />I just replaced the vent and when I blow through it i can hear bubbles in the gas tank.<br /><br />I suppose that is a good sign.<br /><br />I have a flat spot in between a 1000 rpms and 1200 although since I replaced the vent it is running better it was about 50% blocked.<br /><br />The biggest problem is I cant go over 3000 rpms without surging. It gets worse in rougher seas.\<br /><br />There is some dirt at the bottom of my fuel filter.<br /><br />I have a new fuel pump and a rebuilt solex 1 barrel.

INSTALL A 6 GALLON FUEL TANK TO THE FUEL PUMP AND RUN THE BOAT. PROVE IF ITS THE FUEL TANK OR THE ENGINE. V
