Gentlemen
First i want to thank you all for all your help. Now my current problem is stray current. On my 1972 Johnson 25 hp sometimes when i am operating the motor via the tiller handle will shock me on my aluminum boat. Now my motor has only rope start being model 25R72R and the tiller handle is plastic so it makes no sense to me
Do you guys have any thoughts on why?

Sounds like you have a plug/coil wire arcing to the block and traveling to the transom and then to you. run it in a barrel at night and see you have a fireworks display.

Usually a plug wire, as noted above. I've also found wires rubbing against the flywheel, under the flywheel. It's zapping you from the screw that holds the tiller grip in place...

I had a 10 hp Evinrude that use to do the same thing at 3/4 throttle. But it ran great.

Run a ground wire from the motor to the boat, it went away.
