Swap powerhead or intermediate/lower unit?

Neighbor has two Evinrudes.
1. 1975 - 70 hp. - model# 70 ES
2. 1972 - 65 hp. - model# 65 ESL

Dilemna: The 65 hp has a blown powerhead (piston through block) and is a short shaft. The 70 hp, is in great shape but, is a long shaft. He wants to know if the powerhead can be swapped from the 70 hp. onto the 65 hp. unit, or can the intermediate/lower unit be swapped from the 65 hp. onto the 70 hp. What I am wondering is, IF you can swap the powerheads is that the easiest/simplest way to go? The boat is set up for the 65 hp, short shaft. One has dual control cables (I think it's the 70 hp), and one has a single cable control. I'm sure he can purchase a dual control cable set up for the 70 hp. He is an elderly guy, and I'd like to help him out, if I can. - Thanks

OR does he get a lift plate put on his transom and just use the 70 hp. - I had one built for my 90 hp. on my "62 Dorsett, and it worked fine.

HMMMM... No answers - I wish I could just find out if the powerhead, or upper/mid/lower units will interchange. been looking, can't find the info
