Switch long shaft to regular shaft

I have 2 1990 mercury 115hp lower units.
One is a long shaft 25" in non-working condition...the shaft seems to be frozen.
The other is a regular 20" shaft in working condition.

Am I able to remove the 25" shaft from the non-working unit and place it in the 20" working lower unit?

Any advice would be great.

Ok so we tried to remove the shaft but it seems to be stuck in the lower unit.. There is some rust around the base of it and water in some of the unit.
We decided to swap the lower units completely but are now having problems with the water pipe/tube.
We cannot remove it..is there some trick?
Can we just cut it to size?
Any suggestions?
