Switch Panel Question

[Intuition Gloucester]

I have a row of toggle switches with rubber boots on my Robalo 1920. Above the switches there are smaller rubber boots....directly above each switch. They seem empty. What are they for?

Most likely circuit breakers. They will pop up when tripped and you have to push down to reset them.
