swivel seat backing plate

I'm new to this forum and I'm hoping to get a little advice on swivel seat repairs. I tried searching the forum first, but could not find exactly what I'm looking for. I currently have a 95 maxum 1800, and the passenger side swivel seat was coming loose from the floor. It looks as if the backing plate (the portion under the floor) had stripped threads on a couple of the bolts. They could no longer be tightened into those holes. Several others were seized and the tops of the bolts (or screws really) were stripped out where a screwdriver could no longer do anything to them. I ended up cutting the bolts that were seized and stripped so that I could remove the seat mount, however the base plate (the part under the floor) is still there. Before I dig any deeper, I want to make sure that the ONLY way to fix this would be to remove the carpet and the 3/4" board over the backing plate to replace it. The wood and floor are solid and glassed in so I hate ripping into an otherwise perfect piece of floor to replace the backing plate. This is not mounted on a "box" like some of the other posts I've seen here, it's just about flush with the entire floor, all the more reason I don't want to cut into it. Is anybody familiar with this type of mount and have any suggestions? Thanks.

drill out the holes and retap with bigger bolt. for the rusted ones, you may have to cut them off, and redrill new mounting hole between the existing one, and tap.
