T&T doesn't work blackmax 150

84 Blackmax 150, I been sorting out issues with this boat that i am gonna do a restore on, Well i got the power hooked up to the T&T and i get no movement, the up, Down and trailer buttons are working i can clearly hear the T&T motor running but the engine isn't moving, the pump is full of fluid so would that mean the hydro pump is bad? I see no leaks or anything and the motor sounds strong just no action.
