T8 throttle?

I've got a sloppy throttle on my T8. It acts like it won't return to idle. take the cover off and it works if I push the linkage back.

1- how do you properly adjust the cable? Should both sides be tight?

2- how do you get the return working properly?

Actually, got a little more info here:

Started having problems after the boat sat for a while. Would not warm up quickly, and would not troll at the desired speed without a varying RPM and sometimes would die.

I cleaned the carb out, and it is 90% better but still has an occasional varying RPM and will not back down on it's own.

The carb appeared clean, and I did not see any obvious varnish. The small jet orifices appeared to be fine.

Got to get this thing running!
