T9.9 ELRR surging and won’t idle

I rebuilt my carb with a kit and also replaced main nozzle. Started it up and it surges and won’t idle.
I tightened the screw on top with rubber ring around it and backed It out 1-1/2 turns. The idle screw was at a normal setting and I tightened it with no luck for idle.

not really sure what the issue is and could use some help.
