Tach setting

In another thread I mentioned I had installed a new tach on my 25 Johnson. I thought I read on the instructions to set the pulse setting on six.
The engine only topped out at 3900 rpm.
One reply to the other thread mention that the pulse setting should be 5.
Today I reset the pulse setting and the tach read 4600 rpm WOT, under load.

My question, can anyone verify the correct pulse setting for the tach on this motor? I just want to be sure.

1996 Johnson 25 hp. 2 clyinder. Model J25TEEDA
