tachometer working could rectifier still be bad

My yamaha 1999 c60tlrx starter bendix wouldn't engage flywheel.Took battery to have tested before replacing other parts.The battery only had about 25% cranking amps of what it should have.Could i possibly have a bad rectifier thats not charging the battery while having a functional tachometer.I know it could just be a bad battery and I will replace that anyway.I just wanna make sure my rectifier is ok before I discharge the new battery by starting the outboard and not have it charge up when running.Also could the battery issue be why starter spins bendix gear,very strongly it seems without it raising enough to engage flywheel?

Check the battery voltage before and after motor is started, should go up to 13.5v -14.5v if charging properly.

Could have sticking Bendix or just not enough voltage to kick it up all the way. Just put a good battery on it and see what happens. Do not over lubricate the Bendix as that will cause the friction clutch to slip
