Tanaka 1.2 Carb Problem

I have a Aquabug 120 which is the same as the Tanaka and Sears Gamefisher. All 1.2 hp. 2 stroke outboards. The motor had been setting for a while before I bought it and would not run. I cleaned the fuel lines, petcock/filter and carb. I also replaced and gapped the plug. It fired right up but will not idle without the choke closed. It runs good at high speed but only idles with the choke closed. When I cleaned the carb, I also blew it out with compressed air. The carb does not have any adjustment screws for high and low speeds. Could the carb still be stopped up somehow? the needle valve looks undamaged and the main jet looks good too. I am open for suggestions.

Carb has a throttle slideThe jet needle position in the throttle slide is determined by by a clip. 120 setting is the 3rd notch from the top.clip higher is lean clip lower is richer.

I checked the position of the clip on the needle valve and it is in the third notch from the top already. The problem is something else.

I just picked up a 1.75hp Tanaka. Gas had turned to gum in tank, lines, petcock, and carb. Had to use a drill bit to clean the lines and petcock, lots of scrubbing in the carb. Purrs like a kitten now, and starts on first pull.

On my carb, there is also a thumb screw on the side. Turn it a few turns out, then idle down. Turns out = more gas, so turn it in until it stumbles, then back off. Also, double check all air passages in the carb, make sure the float arm moves freely, and double check the jet orifices.
