Tank vs Earmuffs

I've got my 1976 70 Hp Johnson running after reading several posts. Replaced impeller and checked using earmuffs, before heading to the lake I deceided to run the motor in a tank to double check things. Couldn't get the motor to start, after thinking I realized the water level only went up to the water inlet screen (below where the impeller sits). I put earmuffs back on and motor started right up. Does it make sense that the motor wouldn't start in tank and did I ruin my new impeller?

If the motor didnt start you wont have fried your impellar. If the motor ran for mor than 10 seconds, then I would check the impellar again.<br />cheers
