Tapping Voltage regulator makes it work

Hi there and thank you in advance for what i hope will be a solution to my problem.
I have a 2001 60hp bigfoot elpto that i am having problems keeping running and starting. When i turn the key to the on position nothing on my dash will register any reading. The tach wont work or the gas gauge. The enriching system will not engauge, nothing. When i tap the voltage regulator the gas gauge will read how much is in the tank and enricher will engauge when i turn the key. The motor will stay running for about 2 min and then the gas gauge will not work or the tach.

My question is this, does the voltage regulator control all these things, and if so, if the regulator is malfunctioning can it intermitantly work? When the gauges quit working the motor jumps and acts like its not getting gas.

I have had the carbs rebuilt, the fuel pump rebuilt, new gas lines and primer bulb. After determining that my motor running rough and stalling was not fuel related, this is what i have diagnosed as my PROBLEM. Fuel, Commpression, Spark. Fuels good, commpression is great, sparks when i tap it.
Please help, i wanna take my little girl fishing so bad and this is taking quality time spent with her away from us.

I forgot to mention that i checked all the wires and all connections are fine. The wires are in working order, meaning no cuts in the coating. I also took each ground wire off and used my dremel tool with a small wirebrush attachment and cleaned each wire brushed each one to ensure there was a good surface to ground. Just thought i would add that to help with the troubleshooting.
