Teak swim platform repair?

I need to fill these old sqrew holes. What should I use?

I am mounting new brackets and it looks like I will need to add another piece of wood so the new brackets will align up. Need to add a piece of teak to the underside of the platform something like this. If I can't find teak what else can I use? How should I fasten it? Sqrews/Glue If glue what kind?

I would fill the holes with Teak bungs and epoxy.

Im sure you could find some small teak scraps somewhere to do your shims.
