Ted Williams 7.5 HP Prop Does Not Turn

Hello. I am new to outboard motors and their repair but was given a Ted Williams 7.5 HP motor to use on my 14' aluminum boat. I believe it is a 1973 year. I apologize if my questions below make no sense but would really love to have this motor running.

I has been sitting for around 20 years. I cleaned it up, changed the spark plug and started the engine. It runs great and speeds up and slows down fine when I twist the throttle.

When I flip the switch on the side of the motor from Neutral to Drive however, the prop does not begin to turn. I opened up the top of the motor and it appears all the switch does it limit how much the throttle can move?

Also, there are 2 holes at the top of the prop shaft that have exhaust venting from them...is water not supposed to be coming out of them? Water pump trouble?

Any help would be greatly appreciated.

That post is limiting throttle travel thru the stator plate, and it's so you don't yank the starter at wide open and wind it into the sky. If it won't drop in gear, look halfway down on the port side of the leg for an oval plate retained by two screws. There should be a shift linkage adjustment in there. Loosen it, don't take it out, and dither with the length of the linkage till it shifts. That motor won't squirt a pee stream, but it should be spewing water spray, so if you put your hand back there with it running, it should not take long to wet your fingers. If it's not moving water, you will burn it down. Post the model number. 20 years is more than enough time for the water pump impeller and the fuel pump element, (orange 'duckbill'), to go to crap, and you don't need either of those goin' left handed on ya out in the middle of nowhere. Don't know about you, but I have a long history of outboards behaving beautifully in the barrel, and cratering in the lake.

Remove the prop and make sure the brass shear pin is still good before you do anything else.
