ted williams outboard motor 7.5 engine trouble

i have a 7.5 sears outboard motor which is do believe was manufactured somewhere in the early 1970's. the motor has been sitting in my dad's basement for about 15-20 years and i have recently had brought it up and tried to start it. It started and idled fine, but it didnt sound right. the engine breaks up at full throttle and does not run smoothly, i changed the spark plug. if it ran long enough, the plug would get fouled up and the motor would not start at all. i have come to the conclusion that this motor is not able recieve its maximum speed when at full throttle. i have tried to clean out the carbueretor and numerous other things but nothing has seemed to work out. i would appreciate it if anyone would have any ideas on what is wrong with this motor. any ideas?

Those engines are very basic so it won't take too much to fix it. I have had three and all ran for years. The first thing to do is mix up a new batch of fuel with the proper fuel/oil mix.

You say the engine breaks up. Are you running it out of water? If so, the engine will be running lean as it doesn't have any back pressure on the exhaust pipe.

Another thing to check for is if any insects or mice built nests in the intake tube. Since the engine was stored, this can happen. This will give a rich condition and not allow you to achieve full power.

Are the clutches working properly, does the propeller start as you accelerate and stop as you decelerate. If not, the clutches can be rusted to the drum. This will put a drag on the engine at low speed.

Are you working with a service manual
Sure sounds like it is running rich.Have you checked the spark.
It should be a strong blue with an audible snap.Have you read the waking a sleeping outboard sticky in engine frequently asked questions?
Normally you would have to go through the fuel system from tank to carb
with special attention to cleaning.
