Teflon float needle washer on '90ish 140?

'88-'91 Evinrude 140hp

My rebuild kit came with a teflon washer that fits nicely on the needle valve seat screw, but there wasn't one in there when I took it apart.

Looks pretty intentional but there's already a raised section on the carb bowl where that all screws down and I wonder if this is going to cause an exaggeration of the needle adjustments and I shouldn't put it in there cause I don't need one, or if I'm just missing it. I rebuilt another one of these a few months back and it didn't have one either, although there was one in the kit. Don't remember whether I decided to put it in or not though..

On these particular carbs you don't use the nylon washer under the seat. If you looked real close at the area where the seat contacts the bowl it self you may find some very small rings cast into that area.
