teleflex gear shift cable

I'm working through a remote control/cable/gear shift problem on my 200 hp Ocean Pro from 1998. The shift got very stiff then the remote broke ( outer sheath anchor).
Any way the gear cable has a plastic fitting at the engine end, with an eye.
This plastic fitting moves a little on the inner cable rod it is on.
If you hold the cable inner still you can move the plastic terminal up and down and it feels as rubber is in there.
The throttle, on the other hand, is fixed rigid with a pin through.
It does work, although with a lot of force.
Is this right? or should the gear shift termination by rigidly fixed to the cable inner shaft?
How does the system cope with the throttle continuing on way past where the gear has to be engaged? Is this the rubber buffer?
How stiff should i expect?
I have the tech manual for the engine but remotes are not covered.
Also there are no experts in Antigua to talk to, so I hope someone can cast some light on how this works.
