No, it dosen't appear to be,
but could simply be that you haven't got the muffs in the right place or that they are a bit old and lost a bit of their spring,
you could try and hold them on with a G clamp or the better option is a big drum/ bin that's higher than the intake,
that way you will also rev the motor...once the problem is fixed...harder than you can or should with muffs

could be a blocked wizzer by bugs, dirt etc etc

or the impeller could be totally shot,

not a big expense or all that hard to do

you tube is your friend there,

your 5 sec video could be
improved on a little,
sorry
what motor is it?

A lot of those V6 motors do not have a telltale flow, until the thermostats open. On a flusher, the 'stat may never open.

You should see water out the gratings above the anti-ventilation plate and thru the prop. If so, the water pump/flusher is providing water to the engine. The real test is in the water. The telltale should come on within a minute and not be too hot to touch.

On the muffs my 1978 175hp barely spits out the tell tale but in the water there's a stream. If it's running check the water coming out of the prop. It should get warm after running for a little while.
