Is there a way that i could test the lower unit on an electramtic while it is off/ When i went to do the the water pump replacemnt i toke off the lower unit and found that the wires about half way up the lower shaft were all mangeled and rotten. So they are currently cut to right above the water pump. Can i test the thing while it is dissasembled? With a battery and some jumper cables or something like that.

What would happen if i were to hooke a postive cable right to on of the wires and the ground to somewhere else and tryed to turn the shaft? If this would work where should the neg go? On the lower unit itslef?

Are you trying to attempt to shift the gears .while the LU is off. I don't own an electramatic(mine is a manual shift), but my service manual covers both.

Not sure if you can shift gears while motor is off....on manual motors you can't(or aren't supposed to) attempt to shift gears while motor is off. I don't know if this is the same for electric shift motors.

Do what the manual says. If it tests out well then you're probably good to go. If you have problems shifting once the motor running then you probably have issues with the gears inside the case.

Of course you can do that. Ground the negative to the case and connect the positive to ONE of the wires. The clutch will engage (silently), and you cannot turn the prop without the drive shaft also turning. Actually, you can't turn it backwards from whichever gear it is in, but you can turn it the other way with considerable resistance.

This is a basic test. It cannot tell you if it is going to slip under applied horsepower. You aren't as strong as even one horse.

How do you propose to fix those wires? You know they have to be waterproof, right? And I don't think they are solderable.

Can he use a crimp connector and then maybe dip the connection in liquid rubber?

I would say a very good crimped connection with a series of overlapping MILSPEC adhesive lined shrink tubing over the crimp and slightly beyond it to add strain relief and waterproof it.
