test wheel surge REALLY bogs motor....

Hi all
I have just lucked into some test wheels.
This is my FIRST time running a motor on a test wheel.
It seems like the surge is REALLY bogging this motor down.
Can someone confirm that an outboard with a test wheel on will run like this in a tank?

It is hard to tell,because it is not obvious when you rev the engine,simply because we do not see it happening and we have to go by ear alone.
Looking at the engine, it is not running smooth,but then again,I do not know what size test wheel you put on there.

I'm not reving the engine..........it is cracked open..........the surge is bogging it down that much.
I do turn down the throttle......but that is a ways into the video.
I guess I'll have to put a regular prop on it and go to the lake.........
