Testing an electric shift johnson 1969 85hp

Appears there are two wires from the gear case to the powerhead. How cani test the 2 shift solenoids without pulling the lower unit? Are they 12vdc? Is ground the motor frame? Which color for forward. Which color for reverse I'd like to do some checking before I pull the lower unit Any tips or photos appreciated Thanks

There is no power to either wire for forward.---When motor is not running it will be in forward.-----12 volts is applied to green for nuetral.----12 volts goes to green and blue for reverse.----Check ohms on each wire and they should read the same.
