Testing Coils on a 1987 90 hp Yamaha

Hey Guys,
I have read these posts for years to help me with things I am working on but I can't seem to find and info on exactly the problem I am having on this outboard. I am working on a friends 1987 90hp Yamaha. It runs rough and as soon as you get it on plane it looses power and will only idle back to the bank.
1. I removed and cleaned the carburetors and found only a little trash and water. (I've seen worse)
2. I installed an external spin on filter ( it didn't have one),
3. I replaced the plugs,
4. I assumed the CDI box was bad and replaced it with a new one, still same problem.
5. I thought the fuel lines and primer bulb might be causing it and ran it on an external fuel tank, same problem.
I bought a Clymer repair manual to test the ignition system,
6. I tested the trigger coil resistance (pulser coil) it read 352 ohms spec is 380 + or - 10%(348 -418).
7. I tested the Charge coil resistance, it read 1060 ohms brown to blue leads 850 + or - 10%(spec says 765 to 935) and 131 ohms blue to red leads 120 + or - 10% (108 to 132) . Brown to blue is a little high but blue to red is within spec.
8. I tested the battery charging coil and it read 2.1 Ohms and had an output of 3 amps. The spec is 0.8 ohms + or - 10% so this one is out on both the ohms resistance as well as the output which should be 10amps.
9. Now I tested the ignition coils and the spec is .25 ohms. Each of mine are high with a 1.8, 1.9 and 1.8 ohms. the secondary ohms are 2500 and I cannot get a reading at all.
I said all this to ask can all these be bad? All at the same time? Is there something that caused each item to go bad? The engine still runs although a little ragged and it spits back some, and of course doesn't have any power.

Any help and or advice would be greatly appreciated.
