Well I finally took the new (to me) boat out today to work all the issues out. Discovered that:
1) Air leaks in fuel lines are really bad. Went through all the fittings and found a couple 5/16" hose barbs. I think those are the buggers.
2) I really should have followed my instincts and done carb rebuilds on both the '77 85hp and the 87 15hp kicker. Both run great at WOT, idle leaves a bit to be desired. I already have the kits for the 85hp. Kit for the 15hp is on order.
I ran a can of seafoam through both, and was surprised at how little they smoked. I was hoping a de-carb would raise the compression significantly in the 85 since the former owner didn't even know what a de-carb was. We shall see if it did in the next day or so. But, with the lack of nasty billowing smoke I'm not holding my breath.
All-in-all some fairly pedestrian discoveries.
