I replaced the water pump in a 73 Evinrude 65hp and tried it out with some earmuff it did not seem to get any water out of the top exhaust holes. Would a big bucket be better. Also could the thermostat be stuck open in a outboard the water did not feel hot. Thanks

You cannot test a water pump on muffs. You could take the impeller clear out and water would still go through, just from hose pressure.

You need to submerge it deep enough to have the water pump under water before starting the motor.

When thermostats fail, they usually fail in the open position. But there is also a pressure relief bypass.
