Over the past month or two, I have replaced the gimbal bearing, impeller, carrier seal, circulation pump, rebuilt the carb, and maybe a couple other things. The boat hasn't seen water in 3 years. I got the out drive installed and fired it up this weekend. It sounded great, had to adjust the idle a bit but all looks good. However my tach was reading 3500 rpm when it was at idle? I guess that will be another thing to look into, also my bilge pump is not coming on via the switch.

Idk...some tachs have a switch in the back for 4, 6, or 8 cylinder. Could be on the wrong setting.
The bilge, your gonna have to start troubleshooting. Maybe a fuse? Check for power at the switch. Could just be a bad bilge pump too. It would help if you had the schematic for the boat.

No need for boat schematic. Just trace the wires, clean connections and test for voltage. Does the pump turn on with the float switch? If so, you can isolate the problem to the dash switch.

Tach issues are either the aforementioned cylinder selection on the back or a bad tach. Do you have a shop tach? A laser tach can be found for under $20 online and can be your best friend.

That being said, wouldn't be a bad idea to double check all connections and clean corrosion.
