the engage and release thing in front of the motor under the carbs on the motor mount

I have a little turn dial in the middle of my 1986 85hp force. it's smack dab in the middle under the motor case. the label says engage and release. I looked through the clymers and it has no details on it at all. What does it engage and release?

If it is still functioning, it is a reverse lock. There is a bent plate between the transom clamps that grabs the tilt bar (when engaged) and keeps the engine from jumping out of the water during reverse operation. It is spring loaded though and the engine will snap up if you hit something. If properly adjusted, it will click over the bar when the engine is tilted down so you only need to release it to tilt up the engine manually.
