Since when does fuel oil sink?

An 18 footer is nothing to scoff at, but obviously shouldn't wreck this much havoc. The boat must have had some pre-existing structural damage or weakness that allowed this to happen. Or it ran aground and that just wasn't reported.

I can hardly wait for Green Peace to show up and start hassling the Russians about their toxic spills in the Black Sea. I wonder how long it would take before the Russians sank the Green Peace boats? ;)
