The telltail fitting

Does anyone know the purpose of the second ?capped? inlet on the plastic telltale fitting of my 130hp O.B.?

It is called an Aspirator, #0434421

The extra inlet is the lower one in the picture. I'd like to know what it's purpose is if anyone knows.

I'm curious because the plastic cap must have deteriorated somewhat and blew off. The telltale stream became more of a spit than a stream.

Perhaps it is meant to draw water out of the lower cowling , should there be a leak ???

It draws water out of the lower cowling if you get any in it.
