Thermostat Problems Omc 135 3.0l

Ran boat and blew the bigger hose off my thermostat housing removed thermostat and boat ran fine all day. I went and bought a new thermostat put it in and the exact same thing happened again. Has anyone else had this problem? Maybe some kind of blockage? It's the hose from the water pump to right below the thermostat housing.

The thermostat housing has a bypass in it to keep the pressure down. The bypass is probably clogged with rust.
