Yo, Jarhead. Yup. Those are shock absorbers to save your motor and boat if you hit an underwater obstacle. They control the kick-up and let it down easy so your engine doesn't tear your transom off and take it to the bottom of the water. They also let it down easy if you have manually tilted it up and then unlatch it to go back down.<br />Happy boating.<br />JB
