How are these things to re-seal if you remove them completely?

After closer inspection, the bolts that hold the gimble are rusted BADLY. There is also 1 rusted bolt whre the exhaust elbow used to go (now there is a block-off plate)the nut is gone, and I cannot get it loose. The other bolts are rusty too, but not as bad.

My thought are to just go for broke and remove the gimble unit, as I need to replace all the belows and bearings anyway.

I used to install these new, but I've never had to remove one this old (1976). Would it seal back up OK ?

I remember removing some new ones for one reason or another, and sometimes the silicone/seal would rip the gelcoat right off the boat where the seal met the transom! Do you think this would happen here?

What's the worse that could happen?

Thanks,

H.
