Throttle cable not working well (manual throttle works great). What is the problem?

Just got a Chrysler Charger 85hp (1977 I think) outboard for cheap. I did a compression test on all cylinders (each roughly 115-120). I took the carbs off and cleaned them (as best I can) and now it runs good. Also noticed that water was not coming out from the expected exhaust/coolant output?.and after I took the lower unit off, I noticed the impeller was broken/not working. Testing with water hose directly connected to water/engine coolant port.

Now...when the motor is running and I push the throttle to full/max, the engine only seems to run at 1/3rd what it should be. If I manual press down on the throttle located directly on the motor, the engine runs very fast as it should. I thought I could adjust the throttle cable tension to take up the excess slack but that doesn?t appear possible. Do I need to purchase a new throttle cable, or is there some way to fix this?

First fix the impeller! The motor is not being cooled without it. In neutral the cable is not supposed to go to full throttle. Does parts flying everywhere bring a picture to mind? In the water,In gear, for wot.
