throttle cables or carbs?? how to tell which is causing the issue or both??

Ok guys sorry I would have updated my last posts but my laptop was fritzing up for about a week and I couldnt post. Made my float bowl gaskets with felpro gasket material. Frank i was gonna do the liquid silicon you suggested but didnt wanna deal with getting it off the carb when i found a more permanent replacement. They work and dont leak (for now) , i replaced my trigger and my throttle and shift cables went from 16ft or so to around 13? (guessing) but it still has a sufficent loop and turning isnt effected i think. I have a issue where i have to punch it wide open to get it to move, half the time it sputters and stall out but a couple other times it will clear itself and take off..One time went to pick up a friend at shore motored in then couldnt get it to start nd get out!! Usually will plane out 30-35mph @ 6000 rpms. One time it stayed around 3000 when i had the throttle wide open like it wanted to bog out or take off and neither happened. Also when i start the boat i kinda have to play with the button and move the shifter from 100% vertical to about 5degress towards horizontal to get nuetral not strraight vertical like it should be. When i first started using the new box it would be wot at fully horizontal now to get wide open it goes about 5 or 10 degress Some times when engangin full neutral it give me issues and wont start (neutral saftey switch) and jumping it is a pain in the but when your by yourself unless ya got a wire with aligator clips. My main question is there a way to adjust the trigger before I do the carbs? Like a default starting point for new cables? Or even could the cables be too short? They have a good 1-2ft loop of extra in my splash gaurd. Thanks in advance for the help.

Since you have changed the cables and since the engine was in correct neutral position with the old ones, it would appear that the cables are the culprit. First, with the control box in neutral check at the engine end to see if the linkages are centered. If not, Check the cables at that end to see that they are correctly attached to the correct terminals. If they are, then go back to the control box and see that they are attached correctlt there too. Then try adjusting them about midway down the threaded portion at both ends. Adjust the throttle cable so that the springloaded quick-connect protrudes about 3/16 to 1/4 inch in neutral.

ok i keep adjusting the side on the engine but some how the locknut on the threaded end of the throttle cable keeps sliding down even when i tighten it with a wrench. The side with the control box is a closed metal box. set the carbs to 1 1/4 turn out to adjust and now the boat wont stay running. starts revs up stalls out, carbs arent leaking, fuel pump diaphram is new, new plugs, primer ball stays hard if it runs. gotta get a compression checker now.
