throttle control adjustment

Good afternoon all- here are the particulars AQ190 Ford 302 V8 with a Volvo Penta 270 outdrive year of boat around 1973
Is there any way to adjust the throttle? We are trying to also find the "sweet spot" in order to push the pin in to engage the drive. We can move the throttle arm about three inches to throttle up before the throttle cable even moves. Dumb question, but it should be more responsive then that correct? Any assistance would be greatly appreciated. Krazy-

FYI the throttle and button are old- possibly original (the button is seperate from the throttle arm itself) I have tried to find some exploded veiws but all I keep coming up with is the newer version, where everything is together.

What control do you have? Pictures work, being a ~73, it probably isn't Volvo.
