Throttle linkage 85hp Force

When I try to start motor in neutral it wont let me give engine throttle for start. I looked at the linkage and the shifter lever bar keeps the throttle from moving. I understand why the arm stops the throttle until it is in gear, but don't understand how this is supposed to work when in neutral and cant give throttle for cold start???

Did you pull the neutral warm up knob out?

Yes I did. But when warm-up is out and I try to give throttle the shift arm stopper is in the way and if I take off the linkage to the shifter then the switch for neutral start is not closed and it wont let the motor start.
