Throttle Linkage Arm

1989 Johnson GT 100. Is there an exact science or proper procedure to how for out or in the throttle arm should be ajusted so that it can be attached to the throttle linkage?

It needs to be set so that when the control is in neutral the throttle linkage on the motor is all the way back to the idle stop and when the control is fully forward the carburators butterflies are exactly perpendicular to the carb throats.
