Throttle linkage cable barrel at motor will not go into hole without moving throttle.

I REALLY need help!
I took the shifter and throttle parts off my 1989 Mercury 20 hp 2 stroke and installed them on a 1989 Mercury tiller 25 hp 2 stroke. I have a quick silver remote control box. When hooking up the linkage at the control box the way it was for my 20 hp the throttle cable at the motor was pulling the throttle housing forward instead of pushing it, so I put the cable at the control box on the other side. I barrel of the cable at the motor doesn't seem to adjust far enough back. The cable is pushing the throttle housing to far back. The engine won't start in that position.
I have spent days online trying to find information on converting a 25hp to control from tiller but I cant find information on what I have to do differently from a 20 hp to a 25 hp.
Maybe the 25 hp just cant be converted to remote controls???? I'm very confused.
My cable are no seized or rusted and my remote box works fine. It has to be the parts cant be put on a 25 hp.

Cables are not universal. If the mechanism is different it's pretty safe to assume the cables are different.

Have you confirmed that both motors use the same cable?
A brief search would suggest they are not

You've already posted this once before. I think we all understand the problem. Several have asked if there is any way to adjust end of the cable that's in the control box. A couple asked if there are different locations to connect the throttle cable in the control box, like longer or shorter arms with more/less "throw". Some have asked if you've tried swapping the shift cable with the throttle cable. Have you tried any of the suggestions offered?
