throttle position vs timing

The engine is a 1990 Force 90. I orderd a Seloc manual and used it to set the linkages. When I advance the throttle control handle at the drivers seat. I can watch the timing advance linkage and the throttle cam. The both advance together. That all seams good. However, the throttle cam will rotate a long way before it ever starts to open the butterflies on the carbs. It is built this way on pupose, but I can't see why. When first putting it in gear, it trols along just fine. As I push the stick forward the timing advance increases and the motor does speed up, but it runs real rough until the butterlies start to open. Is is correct to have the timing advance several degrees before the butterflies start to open?

On the 88 and 89 engine the cam almost touches the roller on the carb when idling in gear, should be same on 90 engine.
