Throttle Problem

I have a 89, 85 hp Force outboard Motor.I have run into a new problem.Every time I put the boat into gear from neutral, I have to gun it, or it will stall.I runs great after I gun It.What could the problem be???

Also somebody said it may be the throttle cable, but it will also stall at a low idle...
