throttle return spring??

Hey guys, Have a 1995 100hp v4 evinrude. Just wondering if there is a return spring for the throttle; the bracket where the cables are connected? Throttle does not always return to idle, sticks and is still idling high in neutral, have to manually push it back to idle. Cables are adjusted properly and no matter how much i change them it still sticks. Is there a return spring inside this bracket?? Thanks

the return spring is located on the throttle arm on the motor, the arm is probably just sticky tho, try pb blaster or wd40 to free it up and work it a little back and forth

You could also have a sticky timer base.
