Throttle slow to back down 25905R (1979 25hp)

I have an issue with the throttle not backing down from cruise. The carb butterfly will close under spring tension as it should but the rpms are very slow to return to idle. Can't pinpoint this issue. Motor runs great except for this problem which presents itself at very inopportune times. Had to hit the kill switch last time out to avoid running over a log. Any ideas as to the cause?

I would look at the possibility of the magneto plate not returning to idle position due to hardened grease on the rotating mechanism.
I have a '81 25 right now that the mag plate is sticking on.
Gotta free it up.
By the way, I sure would appreciate a pic of the linkage, port side, under the flywheel, toward the rear of the motor, the linkage that attaches the carb butterfly push rod to the mag plate mechanism. It appears to be just a rod (3/32") with an adjustable stop that clamps to the rod with a screw. I don't know if this is factory, or if someone rigged something.
If you can't get it, no worries.

EDIT: I looked harder at the Evinrude parts blowups, and I now see the rod I couldn't find before.
It is on the Cyl and Crankcase page, Item ref #82, 84, and 71. Looks like it is factory, after all.
