Throttle tension w/ tiller kill switch

I just got a '92 25hp Evinrude with a kill switch in the tiller handle. The throttle has to be held in position or it immediately returns to idle speed if the throttle grip is released. Is this the way this throttle is supposed to work? I have been studying the exploded diagram from the factory parts catalog of the steering/shift handle and there is no tensioner whatsoever. Motors which have a stop switch in the lower motor cover have a tiller with an obvious clamp type "throttle friction kit", not so with mine. I see nothing under the cowling that strikes be as being some sort of tensioner either. Am I missing something here?

on a tiller you are not suppose to turn the tiller loose. yes it is correct. you have an idle stop that keeps the motor from stalling, when throttled down, the reason for the off switch.

Ok, what is the purpose of the throttle tensioner on the other motors and why do they have one while this one does not?

I tried several new motors and each would hold the throttle position that they were turned to when the hand grip was released, they did not turn back to idle on their own.

The owners manual starting instructions clearly show the hand grip indicator well past the idle mark as the starting position w/o a hand holding it in place. It looked like the starting position was set at about the quarter to half throttle mark but I found the instructions to be rather vague. I find it very awkward to try to clamp the throttle a one quarter with the left hand while pulling with the right. That can't be right. If I simply hold the tiller handle the pull twists the throttle through its entire range. I cannot maintain a set starting throttle position.

I am experiencing the same issue on a 1974 Johnson 25. I looked all over and even looked at exploded parts breakdown. NO TENSIONER :( I believe it would start easier if it didn't return to low idle when yanking the starter cord.
I guess a fella could make his own, however this is not my outboard, so I won't.
