Throttle won't go forward

I have a 1971 Evinrude Fastwin 40hp. The throttle won't go past about 60 percent anymore. It was working the other day. Any ideas of what it could be. (maybe needs wd40, but then why did it work fine the other day not today?)

There's a neutral safety limiter on the throttle. It has to be in gear to go past about half throttle. Is it because you weren't in gear?

That could be it, but I usually can get to about 80% throttle in neutral.

Disconnect the cables from the motor and see if it's the box or the motor. Gotta be something simple...
