Thru hull replacement help

Does anyone have any pointers or tips for how to replace a thru hull that I can't get to the inside of the hull?
I have the white plastic thru hull fittings that are above the waterline and I noticed today while cleaning the boat the one for my bow ski locker drain broke off.
I can't seem to find a way to get to the inside of the hull short of separating the hull halves or cutting an access panel and putting a deck plate on there. Neither of which is ideal for me. Now, I don't typically put anything wet in these lockers so, I wouldn't be opposed to blocking or plugging this hole but don't even know that they make a suitable block off plug or cap that I could use.
Any recommendations?
Thanks in advance. I really want to get this boat back on the water and granted, this is technically above the waterline, its low enough I don't think I'm comfortable in trusting that water won't get in

It is for the drain hose in my bow seat storage boxes/ ski lockers

Look up Heyco dome plugs. They come standard in white or black, in sizes to fit holes at least up to 4" diameter.

No idea what boat you have or if any seating can be lifted to get to inside of the hull. Pics?

A temporary thing is to get a drain plug of the right size that fits the thru hull. It's probably less than 1 inch, maybe 3/4 guessing.
