thrust washer sizes (dimenions)

I have an omc cobra that i just bought a new prop for. Aluminum 3 blade 17p. The thrust washer im using is a 14 mm Stainless and it fits the shaft and prop accordingly. However i do have brass washers that are 11 mm thick. To me they are not thick enough as i can hear and or feel rubbing when turning the prop. So using the Stainless this prop does fit in the housing but to me it should fit a little closer but not as close as the brass washers allow. Does anyone know exactly how close the prop should be to the housing? I have no gap showing for exhaust to escape but their isnt a whole lot of the prop inside the housing either.

This is the distance the pop sits out of the housing with the 14 mm thrust washer. (OMC prop) There is less than 2 mm inside, is that enough to control the exhaust or should I look for a different thrust washer?
