Tiller handle on a 28hp slp?

Can a handle be put on? Guy selling one had cables ect. but want a handle. Also, whats the mother worth? It not running but complete? Maybe offer $200?

i just looked at the parts list for a 1986 28SPL and there is no tiller model listed or parts for a tiller. i don't know if they are compatable with a similar year 25-35 hp. the power head is the same but the lower unit and midsection is different. i paid $450 for this one last summer and it is in very clean condition and needed nothing to get it running.
