1994 mercury 25 hp outboard motor .wont shift to forward gear. i remove the clip on the right side ,shifting rod, i twisted the handle doesn`t move to the forward postion

Was the water pump changed lately? Look at the tilt lock washer and see if it is jammed up in the loop.

change i took the boat out twice i took the lower unit out , and still the same thing
